They couldn't clone jedi without madness, all they could do was rather carefully clone regular people. So the clone wars was absolutely not about a few handpicked jedi clones. And I don't think Thrawn could've built this in a short amount of time. The cloning facility on Wayland is also made for large numbers of clones. It's also the one time I remember them talking about the original clone wars asking how Thrawn is now able to be so much faster at cloning - it's because of the Ysalamiri. What Thrawn does is cloning thousands of regular soldiers for his army. They would've never made an army of insane, out of control force users. He's a failed experiment still sitting on the Mount Tantiss cloning facility. Pellaeon is actually surprised to hear that Joruus is a clone. But clone madness is a well known problem especially with force users and Joruus comes off as more of an experiment. On the surface level, we do have the insane Jedi clone Joruus C'baoth and the insane Luuke.
